1. Make dev folder
2. Make dev files
3. Clean source files of bad spaces using Powershell script. users/robb - cd downloads cd temp cd "Word fix", copy source file into folder, .\FixDocxSpaces.ps1
4. Using word, copy paste converted to DW, Find Replace XYYYZ to " ", Using Sweeper clean_word_clf2, Update_to_WET4
5. In DW, clean up, save as test.html, validate
6. In DW, check Headings, then use sweeper to structure, validate, check heading and footnote links
7. Doe basic formatting, check paragraphs, lists and code table headings and captions before Table Acc
8. Do Table Acc
9. Prepapre all images and insert stubs for figures
10. Code long descriptons
11. Do any strange chunks, APP (survey), Definitions, References
12. Check for <em> / <cite>
13. Do abbr if needed
14. Do ' to alt0146 if needed in FR
15. Final validation and W3C accessibility, mainly for broken links and missed heading levels.
